To the editor: Regarding your “On Second Thought” column of June 21: Many recent elections have been so close that a recount has been essential. On voting machines with no paper ballot, a recount is impossible.
In 2004, only 27 percent of voters cast their ballots on voting machines in states requiring a paper trail. But this year, 65 percent of voters have a paper trail or are about to have one. Paper trails are now in the majority.
Last week a major new study of electronic voting machines, from the respected Brennan Center for Justice, confirmed the need for a paper trail.
Our representative in Congress, Joe Barton, still hasn’t taken up the fight for a paper trail of every vote. We need our representative to co-sponsor H.R. 550 — the Voter Confidence and Increased Accessibility Act. The foundation of a true democracy is the voters’ confidence that each vote will be counted as it is cast.
